Change description of Resume/Track function

Description

The description of the Resume/Track function on the Student's Main Menu is: "Resume submission in progress, or check the status of current submissions.". The description needs to say that this option also allows the student to resubmit (i.e., replace the previous submission).

Not only the description, but also the function name needs to indicate its full purpose.

When the Main Menu is changed, the change needs to be shown in all places where the function name and/or description are used. Two other places are on the Step 5: Confirmation screen and the next screen that says the student has completed the submission process.

The function name and description on the Main Menu can and have been changed by changing the values in the etd_privileges table.

The change still needs to be made on the Step 5: Confirmation screen and the final Submit screen. They currently say "Track - Check the status of current submissions." They should say "Resubmit/Resume/Track".
