Email sent to student when their paper is approved mentioning libraries binding service

When a paper has been approved a canned message will be sent to the student from the ETD application administrator mentioning a binding service that is available to the student to use. The message should have the following information provided by Darryl Voorhees.

Otherwise, the feature is completed. The email content described is sent to the student when the ETD is approved. The Reply-to link works as specified.
