Add "what to do next" in ETD rejection email to student

Description

When an ETD is declined (rejected) by a Reviewer, an email goes to the student that says the ETD was rejected. In case the Reviewer hasn't already contacted the student about this, the email should tell the student what to do next. This can be accomplished by adding a statement to the email such as "If you have any questions, please contact the Dean's Office for your graduate school."

Changed the text of the message found in process_steps.php to the following.

"We regret to inform you that your ETD has been rejected. If you have any questions, please contact the Dean's Office for your graduate school."
