Make email content and signature specific to role when account is created

Description

When any account is created (Student, Reviewer, or Administrator), email is sent to the person who owns the account that says "I have created an account which you can use to submit your electronic thesis or dissertation." The email is signed RUetd Graduate School Administrator.

1. This email is not appropriate when a Reviewer or Administrator account is created. It should be made specific to the function of the role for which the account is created.

2. This email, as well as some others, blur the role of the Reviewer and the ETD System Administrator. Sometimes email, especially to the Student, is signed by or refers to "Administrator" when Reviewer (i.e., their grad. school) is meant. Therefore, they might think they need to contact us if they have a problem, when they actually need to contact their grad. school. Conversely, as in this case, there are times when "Graduate School" is used to qualify the title of Administrator but the ETD "System" Administrator is meant. Here, using "Graduate School" with Administrator could confuse the recipient so they think it comes from their grad. school rather than the ETD System. Consistent, unconfusing terminology needs to be used.

1) Fixed, email is only sent when a student role is assigned to a new user.

2) Give other specific instances you want looked at and fixed, I don't have the time to look around currently, thanks.

Email should also be sent when a Reviewer or Administrator account is created, such as:
For Reviewer -- "An account has been created for you to review submissions to your graduate school."
For Administrator -- "An account has been created for you to administer the ETD System."

For consideration -- Should these emails, as well as the one sent when a student account is created, include the login id? Also including password is touchy, but how else will they know what it is?
