Description
The Add/Edit/Change hierarchy buttons are not displayed on the screen when you select Collection Management. All the collections are displayed in the pop-up but the buttons to add/edit collection is not displayed.
If you click on the '-" sign and then click on '+' sign, these buttons appear.

This problem only occurs if there are less than three organizations created in the system. So need to think a way to test the fix. -YY

Using IE and Firefox, I did not experience this bug on lefty64 in R5.1.
