Remove Rutgers specific copyright information from export feature

Currently copyright information is hard-wired into export functionality that is specific to Rutgers. Remove where applicable or make configurable.

Added additional configuration entries in config.php. Took mods 'rulib' extension and made it completely configurable at the config.php level. It can be enabled or disbaled. For Open Source users they will want to diable it and just get vanialla mods without the rulib extension.

If they want the rulib enxtention they can enable it and edit the copyright statement in the export_function.php script. notes have been added to config.php to serve users in that case.

Need some help with testing this bug. I don't see any options to configure the copyright statement in Modify Site Attributes under export.

In "Modify Site Attributes" their is an option to "Enable MODS RULIB Extension." If this is enabled the copyright statement and all other rulib namespace extensions will appear in the exported XML document. If you disable it those sections will not appear. Testing would be with this feature enabled, then disabled and comparing the XML exported from both.

Unable to enable/disable MODS RULIB Extension. FALSE does not stick. Exported an ETD after changing the value to FALSE. The XML still showed all RU specific rights MD.

Values should now stick in Modify Site Attributes for this.

Able to Enable MODS RULIB Extension in Modify Site Attributes. Attribute value TRUE includes all the RUL specific rights metadata in the XML, and attribute value FALSE excludes all the RUL specific rights metadata.
