View Submissions - Filter options are confusing

Filter options appear for options which are no longer enabled, such as PDF conversion verification steps. Likewise, when the Paperwork Checklist option is disabled, approved ETDs go directly to "Paperwork Completed" status, rather than "Accepted". The Filter Options should reflect only what is enabled in the current configuration.

This is fixed. Quick explanation: If a school does not use the paperwork checklist, the status "Paperwork Checklist" will seem to disappear. Behind the scenes, the "intermediary" status of Approved is "skipped" and the "Paperwork Complete" status poses as "Approved" to avoid confusion. However, it should be noted that in the unlikely case that a reviewer is managing multiple schools, some of which use the paperwork checklist and others which don't, the status labels will be as they are in the database. This means that even though schools not using the checklist will skip the "Approved" status and send ETDs directly to "Paperwork Complete" upon approval, the status will show up as "Paperwork Complete," not "Approved" in this mixed scenario.

Also, added a separate "ProQuest" status column to View Submissions which indicates if and when an ETD was exported to ProQuest.
