Add additional information to acceptance email for GSNB

Barbara Sirman has requested that some additional information be added to the email we send to the student when the ETD is accepted. She expects it to eliminate a lot of calls that she gets, which will make her job easier.

This is the current message, which should continue to go to students at the other graduate schools:
"Congratulations! Your ETD has been accepted. If you have any questions regarding graduation or anything related to the <grad school name>, please contact <school reviewer> at <phone> or <email>. Thank you."

This is the suggested message to be sent to GSNB students:
"Congratulations! Your ETD has been accepted, ALL degree requirements have been approved and you will receive your degree. Nothing further is needed. If you have any questions regarding graduation or anything related to the <grad school name>, please contact <school reviewer> at <phone> or <email>. Thank you."

Ok this is ready for testing on the dev system. I left email alerts on for now. I also submitted a dissertation through the Graduate School on the dev system and then as a reviewer accepted it. This is the message I received.

Congratulations! Your ETD has been accepted, ALL degree requirements have been approved and you will receive your degree. Nothing further is needed. If you have any questions regarding graduation or anything related to the Graduate School - New Brunswick, please contact GSNB Reviewer at 848-445-5818 or <a href="mailto:martyb@rulmail.rutgers.edu">martyb@rulmail.rutgers.edu</a>. Thank you.

Two things to note.

1) I was able to link the condition for the message to the graduate school number, the Rutgers issued one so this will not need changing if the foreign key for the school in the database changes. The school number used was 16.
2) The phone number in the above message wasn't working. A NULL value was being returned. I fixed that as well. This goes for all messages.

I tested on the dev system as a student in Graduate School - New Brunswick and as a student in another grad school. After the ETDs were submitted, reviewed and accepted, the emails to both students were correct. This change can be moved into production.
