Add interface for determining what has "officially been exported to WMS"

Description

Currently, the final "status" assigned to ETDs is an "archived" label. This is not fully true in that "archived" means it was "exposed" to WMS, not necessarily "exported". By looking at the ETD metadata filenames in the export directory, the system can easily determine which ETDs have been officially "exported" because their filename is rewritten by WMS to begin with an underscore.

Moving to the next version. The interaction of RUetd and WMS is being revised and this will be addressed then.
