As described in the title:

Added to JIRA. However, it appears to duplicate https://software.libraries.rutgers.edu/node/3564, about which Kalaivani emailed Jane, 12/8/16:

When creating a cover sheet citation to the published version of a work that is a Review (genre RULIB-FS="Review"), the URL for the published version is not included in the citation.

The citation to "this" version, the repository version, includes the DOI of the object. That part is correct.
