Don't see newly ingested collections in rucore

Description
We created new collections and ingested them. Then we created resources under these new collections and ingested them. We are unable to search the collections and the resources in rucore. They are not showing up in rucore.

This was caused by the lack of the type="local" attribute in mods:relatedItem/mods:identifier where collection membership is assigned. I believe Yang has fixed it - at least my recent test objects have all been working.

Fixed for normal collections at least.
