Handle server error log evaluation

Evaluate the handle server error log and see if any "valid" redirection attempts were ame that need to be added to the list.xml file used to manage the redirection.

I reviewed the error log on production. After parsing out the obvious bad request that were just fishing expeditions I noticed a number of the errors were due to the lack of the unederyling serch being case insensitive.

So a request like:

hdl.rutgers.edu/1782.2/rucore30018100001.article.17079

was not resolved but

hdl.rutgers.edu/1782.2/rucore30018100001.Article.17079

was.

To remedy this I have made the search of the source mapping file case insensitive so either request will be fulfilled. To do this I had to edit the index.php script and the list.xml file. The updates have been packaged and documented and are ready under /mellon/cvsroot/

This was put in place on production last night 2016-08-09 22:41:49
and the existing error_log was copied over.

Thanks. Just confirmed using a known good handle value. Tested requests using upper and lowercase values; both redirected as expected. Moving back to myself for a re-evaluation in 6 months.
