I re-ran the test on all the questionable MODS and found only two records that may be still problematic.

Collection FedoraID MODSbit
Rutgers Optimality Archive rutgers-lib:42038-MODS.xml <mods:identifier type="doi">10.1007/s11049-010-9099-8</mods:identifier>

These two records, while having non-RUcore DOIs in mods:relatedItem--mods:identifier type="doi", do not have non-RUcore DOIs in the top-level element mods:identifier. Both records have the RUcore DOI as their proper persistent URL. As a result, we can conclude that we have been successful at finding and fixing all the erroneous DOIs in mods:identifier.
