'Mouse over' feature does not work on

The 'Mouse over for short description - click here for HELP' is not working as described. When I 'mouse over' the link, nothing appears. It should either be a hover/mouse over function or a click here function. Also, when I click on it, the box where the descriptions pop up expands the browser so that I need to scroll over to read the complete descriptions. I don't think this shouldn't happen. The pop-up box should not alter the size of the browser so that users need to scroll over to read, it just appear within the browser as its currently set.

Firefox was being used in this instance.

The mouse over feature is much better, but I still think it's confusing.

I talked with Jane O. and we agreed that the most optimal functionality would be as follows:

Change 'Mouse over for short description - Click for HELP' to 'Mouse over each category for description.'

With the above change, this link should no longer appear as a clickable link now, but as simple text. Get rid of the pop-up box that currently appears when you 'Click for HELP.' Then, populate the detailed descriptions formerly in the pop-up window to appear for each category as a mouse over feature.

For example, the mouse over for submitted manuscript under review right now is 'Any version of a journal article that is under formal review managed by a socially recognized publishing entity.' Please copy the information from the detailed message box for each respective category so that the mouse over now appears as 'Any version...The entity recognizes its...Content and layout follow...'
