Displaying of non metadata functionality in full record view

Description

With the increasing amount of datastreams that can be and are associated with a resource the metadata in R7.1 and prior search interfaces was being driven further down the screen, sometimes past the fold.

First proposed solution was to break out each "section" of the resource into a navigation menu on the left of the screen. This is unappealing because users often like to view the resources metadata along with the resources files, usage statistics, related resources, etc.

Create a user interface that allows for progressive disclosure of sections of a resource while displaying the resources metadata prominently when the resource is first displayed. Also change out the use of "Metadata" in the menu with "Description."

I have modified the full record to always display the "description" section no matter the choice made using the menu on the left. Test this by visiting multiple record types and using the extended functionality in the menu on the left.

From USAWG testing session:

This solution solves the problem of datastreams pushing the metadata (record descriptions) down the screen.
