Two problems.

1) Some of the datastreams are not defined by the WMS file policy. I added those, DOC and PPT, to a local file policy extension I have.

2) The structural maps are not producing the correct information. THey are listing ZIP-1 as a valid entry, when it is not. Example below of rutgers-lib:201017 structural map:
