Description
When creating a guest account, allow students to select multiple programs. If a student is enrolled in two different programs, display the programs at the top of the screen and require the student to select a program when submitting an ETD. This logic should work for LDAP authentication at Rutgers University also.

This request will be postponed until version 1.1.0. This is a big change and will not affect most students for this release.

Note that programs are not currently identified when accounts are created. They are selected at several times by the student:
1. When the student updates their account info (i.e., Update My Information function on Main Menu). This may be the time that was meant in the original feature request description.
2. In Submit Step 2, when they enter ETD Info (e.g., Abstract, Committee names).
3. In Submission Detail (e.g., accessed in Track), when they can Edit ETD Information.
