While testing also found this:

Fixed both and tested by creating user and editing using RAW XML and saving. Then confirmed changes were made to XML file by opening back up and viewing.

Suppress "User Management" in dlr/EDIT. This functionality is not needed on production and been found to cause issues if something goes wrong with the fedora users.xml file.

I hide the link from the interface for User Management and I also disabled the fedorauserindex.php script at the head if someone tries to directly access it.

Test by confirming the link is no longer present in the interface and the above link provides a disabled functionality message.

User Management link is no longer available in dlr/EDIT. Tried to access fedorauserindex.php directly and it gives "This feature has been disabled as of R6.1" message.
