Can't update Email Notification Set Up in Collection Management

Description
By default, when a new collection is ingested, Send Email Notification is set to "Yes".
If this setting is changed to "No" for a collection, it can not be changed back to "Yes".

I tried lefty64 and mss2, they are working fine. Please check it again.

Can't update the digest mode also.

If there is no email address exist, it will not let you change to "Yes".
