XML Export rights event for embargoes - Need end date in an element

Description

In the rulib:rightsEvent generated when a ETD has an embargo the rulib:rightsEvent->rulib:type value needs to be changed to "Embargo". Also the rulib:rightsEvent->rulib:type->rulib:associatedObject->rulib:detail value needs to be the following.

When an embargo is not forever the rulib:detail element needs to read:

"The author has restricted access to this object. It will be publicly available after [insert date]."

The [insert date] value needs to be calculated as the number of days after the last day of the month of the degree date.

If an embargo is to be permanent/forever the rulib:detail element will need to read as follows:

"The author has restricted access to this object."

To trigger this the value for the number of days embargoed(papers.nDaysDeferredAccess) will need to be 1000000 in the database.

Please test in the test environment. In order to test please use XML export with 0 days, some number of days and 1000000 days(set through the database). Import into the test WMS and see that the proper rights event was created.

Due to ambiguity in the wording of the rulib:detail element, please revise to:

(when an ETD embargo is not forever) "Access to this PDF has been restricted at the author's request. It will be publicly available after [insert date]."

(when an ETD embargo is forever) "Access to this PDF has been restricted at the author's request."

This needs looking at again. The current rightEvent that is created needs additional information added for WMS to generate an XACML policy. Currently no end date is supplied. Below is an example of a rightsEvent that is currently created upon export.

It was suggested at one point <start> and <end> elements be added with the appropriate dates. Guidance is needed if we want to go that direction or another.

The dates in WMS will be changed per requirements submitted by the
Metadata Working Group. There will be only one dateTime element with a point attribute
specifying "start" and "end" date.
